Police Officers Rescue Dog Dangling From 2nd Floor Balcony After Frantic Neighbor Calls 911

A dog from the east side of Cleveland, Ohio, is lucky to be alive.

The dog had been left with its leash tied to the balcony, but it jumped over the railing and was left fighting for its life.

A downstairs neighbor called 911 when she noticed the dog was hanging from the second story of the home. The 911 call from the incident shows the frantic neighbor’s fast thinking.

“The dog at the top of my house on the second floor, he is dying; he is choking. The dog is dying,” she told dispatchers, according to Fox 8.

Officer Michael Phelps and his partner arrived at the home to see the distressed dog still hanging.

Officer Phelps jumped onto the porch and tried to position the dog so he was resting on his shoulders.

“I wanted to give him a chance to breathe,” the officer explained. “My main concern was making sure the dog would be OK. I am a huge dog lover.”

Other officers arrived at the scene and helped get the dog to safety. The whole incident was caught by his body camera. Thankfully, the dog was not injured.

The officer is being credited with saving the dog’s life.

“It seems pretty obvious from the video and just the state the dog was in that had he not gotten there this dog would not have made it,” said Sergeant Jennifer Ciaccia.

The dog in the video was removed from the home, along with another dog found there. According to the Animal Protective League, the owners plan to surrender ownership of the dogs.
